The Fair Trade Commission (FTC) publishes the Fair Trade Law (FTL), the Enforcement Rules to the Fair Trade Law (formerly translated as the Implementing Rules of the Fair Trade Law), and the Supervisory Regulation Governing Multi-Level Sales (formerly translated as the Supervisory Regulation of Multi-Level Sales) in Chinese and English for free distribution. The Law was promulgated on 4 February 1991, became effective on 4 February 1992, and was subsequently amended twice respectively on 3 February 1999 and 26 April 2000. The most recent amendments to the Fair Trade Law were promulgated on February 6, 2002 and took effect on 6 February 2002. The Enforcement Rules to the Fair Trade Law were also amended with these changes and promulgated and became effective, respectively, on 30 August 1999 and 19 June 2002. The Supervisory Regulations Governing Multi-Level Sales was also amended with these changes and was promulgated and became effective on 16 June 1999 and 24 April 2002,26 November 2003 and 24 December 2004 respectively. Besides, the Organic statute of Fair trade Commission was also collected for public reference.

The FTL was promulgated on 4 February 1991, and became effective on 4 February 1992. The latest amendments to the FTL were promulgated on February 6, 2002 and took effect on February 6, 2002, and the FTL was also amended twice on 3 February 1999 and 26 April 2002, respectively. All other regulations associated with the Law are also amended, including the Enforcement Rules to the Fair Trade Law (formerly translated as the Implementing Rules to the Fair Trade Law) and the Supervisory Regulations Governing Multi-level Sales (formerly translated as the Supervisory Regulation of Multi-level Sales). This publication compiles the new articles after the amendments and the Organic Statute of the Fair Trade Commission.

Since its establishment in 1992, the Fair Trade Commission has actively devoted itself to set up a sound legal framework for the development of the Multi-level Marketing, to protect public interest, and to keep up with international trends. The Fair Trade Commission established the Competition Policy Information and Research Center on January 27, 1997 as a major databank on market development and think tank for liberalization and internationalization. The center is an open library, providing information services and on-line services. The Competition Policy Newsletter, a bilingual publication published every two months, contains the most updated information about domestic competition policies as well as in various other countries, news collections, and speeches given by local and foreign experts. It is a valuable databank for professionals and the general public as well.

The Symposium on the International Harmonization of Competition Laws was held on March 12-14, 1994 under the auspices of the FTC, with some 200 participants from the United States, Germany, the United Kingdom, the European Union, Italy, Sweden, Japan, and Australia.
