APEC Training Program on Competition Policy
�Japan, Thailand, Vietnam, Malaysia and Indonesia�

1.Overview

        

The main objective of the APEC Training Program on Competition Policy is to implement �PEC Principles to Enhance Competition and Regulatory Reform��, mainly focusing on competition policy issues. This project, consisting of a series of five training seminars, was originally proposed by Japan at the 13th APEC Ministerial Meeting in 2001, and had been co-organized by host economies, including Thailand, Vietnam, Malaysia and Indonesia, given the support and cooperation of CPDG and SELI. With full consideration of the diversity of competition institutions and development stages among the APEC region, a wide range of topics had been covered through the exchange of information, views and experiences among competition policy experts from all member economies. As originally planned, this project was successfully concluded in December 2004.

2.Report on the forth and fifth Seminar (CTI03/2004T)

(1) The forth Seminar in Ho Chi Minh, Vietnam, on August 3-5

        The forth APEC Training Program on Competition Policy was held on August 3-5, 2004, in Ho Chi Minh, Vietnam. Fifty two experts from thirteen member economies and international organizations such as OECD and UNCTAD made active discussions and exchanged their views on competition law and policy under the themes of �buse of Dominant Position�� and �rganization of Competition Agencies and Investigation Procedures��

(2) The fifth Seminar in Yogyakarta, Indonesia, on December 6-8

        The fifth APEC Training Program on Competition Policy was held on December 6-8, 2004, in Yogyakarta, Indonesia Fifty one experts from thirteen member economies and international organizations, namely OECD and UNCTAD took part in the program. The participants were divided into two small groups, �nfair Trade Practice�� Group and �upport for the Competition Regime�� Group, and made presentations and active discussions according to the small group theme.
