DRAFT ANNOTATED AGENDA
1. ADOPTION OF THE AGENDA
The agenda will be proposed for adoption of the CPDG.
2. CONVENOR� OPENING REMARKS
The Convenor will report on developments since the last CPDG meeting in May
2004, in Pucon, Chile.
3. ISSUES RELATED TO CTI PRIORITIES
- CTI Priorities for 2005, cover (i) support for the multilateral trading
system; (ii) trade facilitation; (iii) transparency and anti-corruption; (iv)
digital economy, and strengthening Intellectual Property Rights (IPRs).
- In addition to the four priorities listed above, the CTI will undertake
activities in support of APEC-wide ongoing work programs in the area of Structural
Reform. This includes, in particular, the CPDG� work on completing the development
of an APEC-OECD Integrated Checklist on Regulatory Reform. It also includes
areas where training in competition policy and deregulation are necessary.
4. REPORT ON PROJECTS RELATED TO COMPETITION OR
DEREGULATION
- Fourth workshop of the training program on competition policy (CTI03/2004T),
was held in Ho Chi Minh, Vietnam, August 3 to 5 and focused on �buse of Dominant
Position (Monopolization)�� and �rganization of Competition Agencies and Investigation
Procedures��. (Japan)
- Fifth workshop of the training program on competition policy (CTI03/2004T)
held in Yogyakarta, Indonesia, December 6-8, 2004. Topics discussed were:
�nfair Trade Practices�� and �upport for the Competition Regime��. (Japan)
- Up-date on the APEC Competition Policy and Law Database. (Chinese Taipei)
- Seventh Workshop of the APEC/OECD Cooperative Initiative on Regulatory
Reform (CTI07/2004T) held in Bangkok, Thailand, 1 November 2004. (Mexico)
- Approval of the Integrated Checklist on Regulatory Reform by CPDG members
and final report of the second phase of the APEC/OECD Cooperative Initiative
on Regulatory Reform (CTI07/2004T). (Mexico)
5. COLLABORATION WITH OTHER INTERNATIONAL INSTITUTIONS
- OECD:
Approval of the APEC-OECD Integrated Checklist and discussion of next steps
to achieve endorsement by CTI, SOM, and MRT�.
Member economies are invited to make suggestions regarding possible ways
to promote its diffusion and implementation.
6. RECENT PROGRESS AND DEVELOPMENT OF DIFFERENT COMPETITION LAWS BEING
ENFORCED IN THE REGION
JFTC and KFTC will make oral presentations on recent developments of their
respective competition laws. (Japan and Korea).
7. TILF ISSUES: PRESENTATION OF PROJECTS FOR CPDG
APPROVAL
Member economies are invited to present projects to be implemented
in 2006, seeking TILF funds.
8. APPOINTMENT OF NEW CONVENOR
Members are invited to present their candidacy and appoint
the new Convenor of the CPDG.
9. SUMMARY AND CONCLUSIONS
The Convenor will provide concluding remarks.
