-         23 experts, mainly from government authorities, from each member economy

-         Lecturers/Speakers from government authorities, international organizations and academia

 

Expenditure such as Per Diem, airfare for Lecturers/Speakers and experts from each of the following developing member economy will be covered by APEC/TILF fund

-         Two experts : DAC List Part

-         One expert : DAC List Part

 

4 Objectives and Topics

 

The main objective of this Program is to implement “APEC Principles to Enhance Competition and Regulatory Reform”. To achieve this objective, the Training Program “provides technical co-operation and assistance, and builds capacity especially in developing economies by better utilizing the accumulated APEC knowledge and expertise on competition policy and regulatory reform”, mainly focusing on competition policy.




Proposed main topics to be discussed in the 2002 Training Program are:

-         Competition Advocacy

-         Capacity Building for Effective Enforcement

6 Small Group Session

 

(1)  All participants will be divided into two small groups. (namely, the group of “Competition Advocacy” and the group of “Effective law enforcement”)

 

(2)  Among participants, the moderator for each small group will be designated by the project overseers. The moderators are expected to manage group discussion and to make a summary presentation in the last day.

 

(3)  Each of participants will make a presentation in accordance with the session topic, and discussion will follow the presentation. The amount of time that is spent on each set of presentation and discussion will be one hour.

    The First Program will discuss general topics.

          The purpose of the Second – Third Programs is to exchange information on each economy’s investigation measures and to share respective experiences by providing detailed themes on mergers and cartels.

          The main themes of the Forth and Fifth Program will be discussed and decided later, based on the evaluation of the earlier Programs
