Report on the Implementation of the APEC-OECD Co-operative
Initiative on Regulatory Reform 2002

I. Introduction


2002 marks the second year of the joint work made by the APEC-CPD Group and the OECD Regulatory Reform Programme, aiming at:

-disseminating and promoting the implementation of "APEC Principles to Enhance Competition and Regulatory Reform" within APEC economies
-building domestic capacities needed for high quality regulatory regimes
-building a dialogue on regulatory reform between more than 44 economies, representing more than 80% of World GDP.
-sharing experiences on regulatory reform and competition issues

The APEC OECD Co-operative Initiative approved by CPD in 2000 and endorsed at the APEC Ministerial Meeting in Brunei (November 2002), was originally designed to be implemented through the organization of an Opening Conference and three Workshops as specified below:

At this point, the first three meetings have taken place, and the only meeting left is the one to be held in Korea next October. It is worth noting that the workshops are partially funded by our partners at OECD.


II. Main Results of the Opening Conference, First and Second Workshops

The results of the Opening Conference held in Singapore were reported in detail at the CPDG previous meeting, last year in Shenzhen, China, and were presented also to SOM 2.

The Opening Conference had an exploratory nature, and it permitted to exchange views and experiences on regulatory reform, discuss APEC and OECD economy experiences and medium-term challenges while working to identify common interests in improving regulatory practices to support market functioning.

The First Workshop, hosted by the Chinese Foreign trade and Economic Cooperation Ministry, was focused in the following two topics:
1) The design of regulatory policy, regulatory authorities and regulatory institutions,
2) Competition issues in regulatory programmes, specifically improving competition policy foundations for regulatory reform.

A publication with the proceedings of the First Workshop in Beijing China has been made (187 pages) and distributed to participants. The main results of this meeting were reported to CTI Mexico City, 25-26 February 2002, they are included in the Summary Records and Related Documents of the CTI Meeting.

The Second Workshop, held in Merida, April 2002, was hosted by COFEMER, the Mexican Federal Commission for Regulatory Improvement, and it was centered on two main topics:
1) The design and practical operation of RIA (Regulatory Impact Analysis) as a necessary tool for sustaining regulatory reform
2) The integration of market openness into the regulatory system as an important component of regulatory reform.

The proceedings of this conference will be available coon at OECD and APEC web pages.

III. Third Workshop (Korea, October 2002)

The OECD Programme on Regulatory Reform and APEC Competition Policy and Deregulation Group, have started working on the organization of this meeting immediately after the Merida Workshop.

IV. Next Steps

Our partners at OECD have requested CPDG to continue working on this Co-operative Initiative for 2003-2004, a decision on this issues will have to be made by CPDG.
