- Summary Report -

  1. The second APEC PFP (Partners for Progress) training program on Competition Policy was held in Bangkok and Pattaya, Thailand from 9 through 14 February 1998 with the participation of middle �� management officials of agencies responsible for competition policy in APEC member economies and experts on competition policy from member economies and international organizations. This marked the second of five training courses to be held from JFY 1996-2000 (one per year) under the program endorsed at the Senior Officials Meeting held in Davao City, Philippines in August 1996 (*Japanese Fiscal Year, April-March).

  2. The training program was attended by representatives from the following APEC member economies:
  3. Australia, the Peoples Republic of China, Indonesia, Japan, the Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, the Republic of the Philippines, Chinese Taipei, Thailand and the United States of America.

    Experts from the Organization for Economic Cooperation and Development (OECD), the United Nations Conference on Trade and Development (UNCTAD) and the World Bank attended as guest speakers.

  4. The training program was opened by Lt. Suchai Jaovisidha, Director General, Department of Internal Trade, Thailand, and was chaired by Mr. Phisit Setthawong, Inspector �� General, Ministry of Commerce, Thailand (9 February) and Mr. Geoff Connor, Manager, Competition and Enterprise Branch, Ministry of Commerce, New Zealand (10-14 February).

  5. As for seminar proceedings, lectures were delivered on the following themes, then followed by case studies on some of the themes, and by a period for questions and answers as well as discussions with participants.
  1. In the evaluation session, the participants confirmed the usefulness of this training program in the field of competition policy/law. Some attendants found the necessity to focus on topics that member economies are particularly interested in and to expand case studies and discussion. The draft curriculum of the next meeting can be found as Annex 1.

  6. The course would be held primarily for middle-management administrative officials of agencies responsible for or related to competition policy in member economies.

    Approximately three persons per developing member economy may participate. If requested, the participation of more than three would be considered depending on overall capacity.

  11. Allowance & Expenses

The Government of Japan will provide lodging, daily allowance and boarding expenses (economy class air fare) for the participants and lecturers from APEC member economies which are classified in Part I of the DAC List of Aid Recipients in 1997. Other participants are requested to bear their own traveling expenses.
