(Summary Report)

  1. The APEC PFP (Partners for Progress) Seminar on Competition Policy was held in Bangkok, Thailand from 18 to 21 March 1997 with the participation of senior officials of agencies responsible for competition policy in APEC member economies and experts on competition policy from member economies and international organizations. This marked the first of five seminars/training courses to be held from JFY 1996-2000 (one per year) under the program endorsed at the Senior Officials Meeting held in Davao City, Philippines in August 1996.   2. The seminar was attended by representatives from the following APEC member economies: Australia, Chile, the People's Republic of China, Indonesia, Japan,
  3. the Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea,

    the Republic of the Philippines, Singapore, Chinese Taipei, Thailand and

    the United States of America.

    Experts from the Organization for Economic Cooperation and Development (OECD) and the United Nations Conference on Trade and Development (UNCTAD) participated as guest speakers.

  4. The seminar was chaired by Lt. Suchai Jaovisidha, Director General, Department of Internal Trade, Thailand, and Mr. Phisit Setthawong, Inspector-General, Ministry of Commerce, Thailand (18 March), and Mr. Mark Steel, Manager, Business Policy Division, Ministry of Commerce, New Zealand (19-20 March).
  5. As for seminar proceedings, lectures on the following themes were delivered, followed by question and answer sessions.
  1. In the evaluation session, the participants of the seminar confirmed the usefulness of this training program in contributing to the promotion of mutual understanding, and development of human resources, in the field of competition policy/law.

For Middle-Management Administrative Officials

(JFY 1997 �� JFY 2000)

(Tentative curriculum)

  5. TARGET, NUMBER OF PARTICIPANTS:
  6. The course would be held primarily for middle-management administrative officials of agencies responsible for or related to competition policy in member economies.

    Approximately three (3) persons per developing member economy may participate. If requested, the participation of more than three would be considered depending on over ally capacity.

  1. ALLOWANCE AND EXPENSES

The Government of Japan will provide lodging, daily allowance and boarding expenses (economy class air fare) for the participants and lecturers from APEC member economies which are classified in Part I of the DAC List of Aid Recipients. However, economies progressing to Part � of the DAC List of Aid Recipients in 1996 and 1997 are requested to bear their own traveling expenses.
