Organizational Structure



For competition law and policy in PNG, there are two key government agencies responsible. They are:


The ICCC

The ICCC was established under the ICCC Act. The ICCC is an independent body that has responsibility for the enforcement of the ICCC Act, and other related legislation as listed in the Competition Policies/Laws section of this database.

Section 23 of the ICCC Act states that the ICCC is not subject to direction or control by the Minister or any other person in the performance of its functions. The independence of the ICCC is intended to ensure that its operational policies and decisions will be applied fairly and consistently and in accordance with the objectives of the ICCC Act, without influence by individual Ministers or the Government as a whole.

The Treasury Department of PNG

The responsibility for providing competition policy directives for the Government of PNG falls to the Treasury Department of PNG ("Treasury"). Recent restructures have seen the creation of a Consumer and Competition Policy Branch, under the Markets and Policy Division, within Treasury. Its core function is to head matters regarding Competition Policy. This Division is responsible for the recent review into the Competition and Consumer Protection Framework of PNG.
