Telecommunication Sector


The previous 8th National Development Plan (8th NDP) saw the corporatisation of the Telecommunications Department as well as the establishment of an independent regulatory body for the telecommunication sector i.e. the Authority for Info-Communication Technology Industries (AiTi). AiTi is responsible for regulating the info-communication technology industry and to promote competition within the sector. Competition-related provisions have been implemented in the telecommunication sector under the Authority for Info-Communications Technology Industry of Brunei Darussalam Order 2001 (the AiTi Order) and the Telecommunications Order 2001 (the Telecommunications Order). The Orders are available under the AiTi website www.aiti.gov.bn or at www.agc.gov.bn .

The AiTi Order tasks, in general terms, the Authority for Info-Communications Technology Industry (AiTi) "to promote and maintain fair and efficient market conduct and effective competition between persons engaged in commercial activities connected with telecommunication technology in Brunei Darussalam" (Section 6(1)(c)). Furthermore, under the Telecommunications Order the AiTi may give directions to be observed by telecommunication licensees, amongst other, to ensure fair and efficient market conduct by telecommunication licensees (Section 27 (1)(c)).
