Department and Administrative Support Office

The FTC can be divided into the following departments and administrative support offices: Department of Planning, Department of Service Industry Competition, Department of Manufacturing Industry Competition, Department of Fair Competition, Department of Legal Affairs, Information and Economic Analysis Office, Secretariat, Personnel Office, Accounting Office, and Civil Service Ethics Office,
  •  Department of Planning

The Department of Planning shall be charged with the following matters:

  1. to draft and execute law-enforcing officials’ training programs;
  2. international exchanges and cooperation of fair trade policies;
  3. compilation, publication, and management of publications;
  4. to collect, build, and provide research services for fair trade information ;
  5. planning and promotion of fair trade policy and law workshops; and
  6. other matters related to the planning of fair trade.
  • Department of Service Industry Competition

The Department of Service Industry Competition shall investigate and process matters relating to monopoly, merger, concerted action, resale price maintenance, and other restraints on competition or unfair trade practices by enterprises in the following sectors:

  1. industrial/commercial services, social and personal services;
  2. commercial business ,transportation, warehousing, and communications businesses;
  3. finance, insurance, real-estate services; and
  4. agriculture, forestry, fishery, and animal husbandry businesses.
  • Department of Manufacturing Industry Competition

The Department of Manufacturing Industry Competition shall investigate and process matters relating to monopoly, merger, concerted action, resale price maintenance, and other restraints on competition or unfair trade practices by enterprises in the following sectors:

  1. manufacture of food products, textiles, Chemical Products, Plastics Products;2. manufacture of metals, electronic products, transport equipment and parts, and others;
  2. mining, earth/gravel excavating businesses, construction, and supply of water, electricity, and gas ; and
  3. other related or non-classifiable businesses.
  • Department of Fair Competition

The Department of Fair Competition shall be charged with investigating and processing the following:

  1. counterfeiting;
  2. false or misleading representations and advertisements, deceptive or obviously unfair acts that are sufficient to affect trading order or cause injury to another person’s business reputation; and
  3. report filing, supervisory, and investigating illegal conducts of multi-level sales.
  • Department of Legal Affairs

The Department of Legal Affairs shall be charged with the following matters:

  1. to prepare and formulate fair trade rules and regulations and amendments thereof;
  2. to consult laws and regulations related to fair trade;
  3. to study and researching legal systems related to fair trade;
  4. to carry out the execution of fines;
  5. enforcement referral of criminal cases;
  6. administrative appeal case handling; and
  7. to handle the referral of criminal offenders for prosecution.
  • Administrative Support Offices
  1. The Information and Economic Analysis Office shall be charged with strategic planning and development of integrated services on information and economic analysis, planning and management of environment information system , industry survey, and economic analysis.
  2. The Secretariat shall be charged with meetings, clerical matters, use of the official seal, receipts and disbursements, general affairs, and public relations as well as matters not relating to other Departments.
  3. The Personnel Office administers personnel affairs.
  4. The Civil Service Ethics Office administers anti-corruption work.
  5. The Accounting Office administers the annual budget, accounting, and statistical affairs.
